If rubbish is collected from a householder and subsequently fly-tipped, the householder could be issued with a fixed penalty notice or prosecuted.

"We're building on our award-winning We're Targeting Fly-tippers campaign to help reduce fly-tipping throughout the county and catch offenders.
Stop at Source (SAS) aims to make people aware of their 'duty of care' when they're getting rid of their waste, particularly if they're handing it someone who will take it away for them, such as people who advertise 'tip runs' in social media groups."
Householders who arrange to have their waste taken away should always:
check the waste carriers licence;
get a receipt;
note the registration, make and model of the vehicle being used to take the rubbish away.
